Considering from either the perspective of inherent requirement of governmental functions,or that of ensuring the healthy and orderly development of information transmission,the government needs to manage information production and communication.The main measures the government uses to manage information include legislation,technical supervision,and the usage of social self-management,etc.The essential experience regards mature information management from foreign countries include: managing in accordance with the law;relying the most on social self-discipline;and balancing between the government controls and freedom of speech.Contemporary information management level of Chinese government remains to improve.Nevertheless,the development of modern information communication technology has result in some new features of information dissemination,for instance,the individualization of information sources;the enhancing interaction between information sources and information destinations;the diversification of communication channels;the instantaneous velocity of information dissemination.Etc.These new features led to the tendency of weakened governmental production,dissemination,supervision,control of information,which inevitably leads to inflict of escaping information.While being able to increase the level of freedom in information transmission and optimize the government decision-making,the condition,on the one hand is bound to the emergence and development of undesired information,or even could generate information anarchy,which makes the government's reasonable control to information be invalid.In this circumstance,we need to take the mainly the following measures,establishing reasonable information management principles,such as freedom of speech principle,balance principle and moderation principle;changing management ideas,change control to guidance and consultation;optimizing information management laws and regulations;enhancing the coordination of information enforcement institutions;strengthening internet self-discipline and moral education for populace;reinforcing international cooperation of internet management.It is reasonable to believe that as long as we continue to optimize management ideas and measures according to the reality needs,the government's information management will be able to promote the beneficial and abolish the harmful to the greatest extent.
