The Problem Of Governmental Public Supply And The Exploring For New Mechanism

The public supply in Wenzhou cannot match the growth of economy from the beginning of Wenzhou model. With the widening of private sphere and market, the wealthy begins to pursue public commodity in high quality, however, the low-income people in country and the labor from other province demand more public commodity. The gulf between public supply and demand becomes larger and larger, hampering further development of economy and society. Compared with demand enlarging, the supply in government is limited and inelastic under the special circumstance of " big society, small government" in Wenzhou. Plus with target differentiation and government failure, there are four problems in public supply: unbalance in distribution and adverse choice, rent-seeking and self-benefit inclination in government, unscientific policy process. If continuing the belief that government is the only supplier of public commodity and service, the government in Wenzhou cannot assume the expenditure, let alone mobilizing the social resource needed. Providing public commodity and service is one of basic functions of government, unfortunately, government is not exclusive supplier. After distinguishing the style of public commodity and supplying mechanism, it can be confirmed that marketing mechanism and self-governance organization are also effective supplier of public commodity. Different commodity should be supplied with different mechanism. The storage of capital is plenty in Wenzhou, besides, human resource is in abundance in Wenzhou social organization. This master thesis explores the feasibility of application of marketing mechanism and self-governance organization mechanism in the perspective of both theory and reality, substantiating that the interactive polycentric mechanism is the most effective method in public supplying, in which market mechanism,social self-governance organization mechanism and government work cooperatively and also completely. The key of establishment of public supply system with Wenzhou character lie in that the government can lead the participation of private department and social self-governance organization and set up the interactive polycentric system of public supply by special inspiration and institutional arrangement. The starts in the perspective of government to seek for the ways of governing the commons adjust to the background of Wenzhou, breaking the monopoly of government supply in public commodity and service, bringing forward the interactive polycentric mechanism and then return to government function, orienting the revolution of governance mode of government.
