Research On Local Government Public Crisis Governance Mechanism From The Perspective Of Multi - Center Governance

At present, China is in a period of social transformation. In recent years, a variety of publicconflict-prone come out, from the2003"SARS” public health event, the event of South blizzards,2008Wenchuan earthquake, milk scandal to the motor car rear-end public crisis events in2011, the outbreakof these events are showing high-frequency, large-scale, highly hazardous. These public crises make thewhole society think about the reflection behind the cause of the accident-related hazards. At the sametime, government paid more attention on the public role played in these cases and taking appropriatemeasures to deal with them. China is in a period of social transformation, public crisis erupted as thefactor of threatening social stability.At present, public crisis events currently taking place in the smallcity of frequency is also increasing, so the Local governments also raised more challenges and tests.Accompanied by proposed concept of governance, combined with the characteristics of emerging publiccrisis, the government find the way of dealing with the crisis of the center from the past graduallyevolved from the government-led multi-center government, enterprises, social organizations and citizensto participate in the governance, promote a diverse body of the whole society to participate in governance,which is also in line with the current reality of China’s national conditions and needs. Public crisismanagement is an important test of the government’s ability. Government should increase the capacity ofdealing with public crisis, and the local government is gradually able to cope with a mature local publiccrisis, the construction of various public crisis mechanisms continue to improve with the role of thecentral government.There are various deficiencies and relevant institutional mechanisms to enhance theability of local governments to respond to crises, to enhance the capacity of local governments to dealwith public crises, thus promoting local government services to protect people’s livelihood and building aharmonious society.This article is based on the theory of public crisis, governance theory, coordination theory and avariety of theoretical background of polycentric governance theory. Supported by the government, socialorganizations, enterprises, local governments, and citizens of the community combined to deal withpublic crises. Through specific purpose analysis, increase its participation in public crisis communicationand cooperation during the study. In this paper, we are going to analyze the following factors: localgovernment participation the public, the media, other emerging businesses and the public in response to questions during the crisis, so as to sum up the appropriate response. This paper is divided into five parts,the first part is to introduce the topic of meaning and context, current research, relevant innovation andresearch methods. The second part focuses on analysis of the theoretical foundation, including publiccrisis of the concept and connotation of the concept and its associated characteristics, meaningcooperative governance. The third part focuses on our local government to deal with public crises,empirical analysis and lessons learned from the current situation of governance.
