On The Public Participation Mechanism In The Public Policy-Making

The public policy-making is the core of public policy process, and public participation in the Public policy-making is an important content and t form of the citizen policy participation, which is the reflection of the essence of the public administration and civil rights and is also the inevitable requirement to promote the public decision-making process more scientific and democratic and to construct socialist political civilization. Owing to a variety of factors, the development of the public participation in the public policy-making in our country at this stage is gradually developing, and the basic trend is irreversible. At the same time, there are also many contradictions and problems which should not be overlooked. The author researches on the conception of public policy and public policy-making, the necessity and theoretical basis of public participation in the public policy-making, and the development status in quo of public participation in the public policy-making. Combining with the case of Xiamen Haicang PX project, the author analyzes the current existing problems of public participation in the public policy-making in our country. Finally, aiming at the specific problems, the author puts forward some relative countermeasures to improve the system of public participation in the public policy-making.
