Study Of The Treaty On The Non-Proliferation Of Nuclear Weapons

As the cornerstone of the global nuclear non-proliferation regime, the Treaty on the Non-Proliferation of Nuclear Weapons has made significant contribution for preventing nuclear proliferation, accelerating nuclear disarmament and maintaining the peace and safety of the international community in the past 38 years. However, the treaty itself has some limits in terms of implement of the treaty. Further more, the end of the Cold War did not terminate the threat that the international community faced resulted from nuclear weapons, on the contrary, today's world is facing serious nuclear proliferation conditions, and the global nuclear non-proliferation effort is also experiencing challenges. The treaty's deficiency and the nuclear plight that the international community is facing request study the treaty carefully to strengthen the treaty, exert its positive functions fully, and solve the real nuclear crisis.This article uses the methods of history analysis, text analysis and demonstration analysis, analyzes the negotiation history, review process and some provisions of the treaty. The author believes that in the post Cold War era, the implementing of the treaty faces a series of challenges, and the treaty itself has many limits, and in order to exert the treaty's positive functions fully, it is necessary to realize the treaty's universality. In respect of the limits of the treaty, this article thinks the treaty can be improved by implementing more strict rules on parties to ensure their complying with their promises, strengthening the articleâ…©,improving the review process and etc. According to how to realize the treaty's universality, this article discusses five choices, and thinks permitting Israel, India, Pakistan and North Korea access to the treaty as Non-Nuclear Weapon States while retaining their nuclear weapons is the best way.The analysis of the treaty, the proposals and conclusions this article makes, is not only conduce to understand the treaty, analyzes the reason of the real nuclear crisis from theory approach, but also help to take more reasonable measures to settle nuclear crisis in practice.
