The Research On The Limitations Of Treaty On The Non-proliferation Of Nuclear Weapons Safeguard Mechanism

In order to fully integrate into the international security environment of cooperation and mutual trust,to establish and improve the domestic nuclear non-proliferation management,this dissertation makes an inquiry into the limitations of safeguard mechanism under the Treaty on the Non-proliferation of Nuclear Weapons(NPT).Four chapters are devoted to this dissertation in addition to the introduction and concluding parts.Chapter one describes the international legal framework with respect to the nuclear non-proliferation regime.Chapter two describes the legal framework and foundation of the Safeguards Agreements under the Treaty on the Non-proliferation of Nuclear Weapons(NPT).Chapter three focused on the practical problems in the implementation of nuclear non-proliferation safeguard mechanism and deals with international nuclear incidents.Chapter four put forward the views on the final solution of nuclear non-proliferation problem.In conclusion,there are issues left unresolved for the obligations and safeguards measures of non-nuclear weapon states under the non-proliferation regime.And the substantial content of IAEA invocation of state responsibility needs to be constructed more practical.
