Study On Government Image Transformation In Emergencies

Study on government image transformation in emergencies is a new field of research. There were researches separately on emergency management or government image management before. It's a new attempt to combine emergency and government image management and to make a study of the intersection of these two fields.Principles of objectivity, systematization, as well as integrating theory with practice, are used while researching. Qualitative analysis is the main method with a supplement of quantitative analysis. The combination of theoretical investigation, case analysis and policy proposal is used in this text.There are three parts in the text: summaries of theories, basic analysis and the expansion of the study. In the first part, the conception, classification, and view points of the government image are summed up, as well as the history, status quo and characteristic of emergency management. Meanwhile the emergency management system in china is introduced, which followed by the social psychology theories relating to the study. The analysis in part two is based on the dimension of time. The government image transformation in"Songhua River Pollution"event is analyzed, which implied such characteristics of government image in emergencies as stabilization, fragility and diversity because of which a given trend is shown in the government image transformation. Also, the measures of government image management in emergencies are proposed in part two. Part three introduces the hysteresis theory. By comparing the characteristics of government image with those of hysteresis theory, it proves the feasibility of introducing the hysteresis theory into the studies on government image e.g. government image transformation in"Songhua River Pollution"event. And, the concepts such as path dependence, multi-equilibria, coercive force will be instrumental in managing government image in emergencies.In conclusion, different emergency measures leads to different influences on government image in emergencies. Therefore, it's important to pay high regard to government image management in emergencies.
