The Research Of Our Local Government Administrative Cost In Public Governance Vision

It is the first time that our Party's 16th meeting proposed reducing the administrative cost and our government took it as one of the goals of deepening the administrative management systems. Reducing the administrative cost can be beneficial to the construction of highly effective government, the fair government and the honest government. The strict control of government administrative cost is the key of raising the administrative efficiency, suppressing the corruption of government and establishing the economy society.The paper embarks from the view of the public governance and at first gives explicit explanations and relationships of public governance and the administrative cost of local government then the paper points out the following problems of the administrative cost of local government:(1) The organizations of local government are huge and the administrative system is numerous and out of order;(2) The macroeconomic regulation and the decision error lead to the waste of administrative cost;(3) The overall scale of officials and the expense of official business disbursement are excessively high and the phenomenon of luxury and waste is serious;(4)The rate which the national administrative estimated cost disbursement accounts for the financial gross is increasing year by year and the expense of local government management climbs unceasingly;(5) The disadvantages of local government management system are numerous;(6) The pattern of achievements appraisal of local government which pays excessively attention to results of administrative execution leads to the waste of administrative cost.Then the paper analyzes reasons of high local government administrative cost and finally after referring the successful experience of reducing administrative cost in foreign countries, the paper proposes the basic ideas and main countermeasure to reduce the administrative cost.This paper holds that public governance theory emphasize on civic participation, government and society governance to implement the rule to reduce administrative costs. In other words, it means to realize the operation of administrative costs public, procedural, legal and social participation. Besides, it is to make administrative costs change from internal operation to open operation and change government management into government and society governance together. This is basic ideas of reducing administrative costs and it is also the major innovation of the paper.Regarding specific practices of reducing the administrative costs, the paper proposes several reference measures:(1) Speeding up reform and the reorganization of government apparatus and controlling the personnel scale;(2) Implementing democratized and scientific executive decisions, reducing errors of executive decisions and cutting down the financial expenditures;(3) Strengthening diligence and honesty constructions of officials to reduce"the pessimistic disbursement"and"the black disbursement";(4) Regulating financial expenditure, intensifying budget stipulation;(5) Taking the efficiency as the guidance and establishing high legalized and better operate administrative system;(6) Remolding the image of our government and establishing a scientific achievements appraisal system.
