Research On China's Civil Servent Administrative Ethical Construction In Social Transition

Nowadays , China is in an important social transition period , the rule-management model will be replaced by administrative services. Under such social, political, economic circumstances, a large number of administrative ethics and universal phenomenon of loss appear. Civil servant is the management group today, their high-level administrative and moral behavior is good or bad has a direct impact on the whole social ethical level. Therefore, it is imperative to strengthen the civil service ethical building.In the socialist market economy, strengthening the building of the civil service administrative ethics, is the fundamental way to promote administrative reform and the transformation of government functions, the foundation and the key strategy to implement the policy of "rule by morality", and the inevitable requirement of healthy development of the socialist market economy. Based on this consideration and starting from analyzing the concepts of social transition period and administrative ethics, the article states the construction of the civil service administrative ethics background and present situation of research in and abroad, clarifies the important significance of ethics of civil servants from the study China's social transition period, outlines the "Chief Ethics", "public management ethics" and the "civil service" and other related concepts, and analysis the theory on the ethics of civil servants phenomenon and the reasons for loss deeply. Finally, the article proposes the idea of completely strengthening the ethical construction from a few points of view, including the guiding ideology and principles on China's civil servant administrative ethical construction, the entering point, the foreign Experience of civil servants from other countries and the path choosing on China's administrative ethical construction of civil servants .It creates a new pattern of the civil service ethical construction as a trinity of "Education - supervision - the rule of law - shaping personality".
