Clean Government Construction Based Civil Servant Administrative Ethic Research

Clean government refers to the elimination of corruption, the process ofestablishing a clean government, clean state and clean society. It plays a crucialrole in preventing and punishing corruption, regulating the exercise of publicpower and it has always been valued by many countries. Our clean governmentis also being developed gradually. Especially the new CPC central committee,led by the general secretary Xi Jinping, put even more endeavor on the cleangovernment. Civil administrative ethics is an administrative ethics about theregulation of social consciousness and ethical rules of public administration andpublic officers, also known as public administration ethics, which consists of theadministrative organization ethics, public policy ethics and professional ethics ofadministrative staffs. The Civil administrative ethics and clean government havesome relevance, and strengthening civil construction is the objectiverequirements of the administrative ethics and clean government, and it also helpsaccelerate the pace of clean government.Based on the clear concepts of the clean government and civiladministration ethics, and the correlation between the two as the spindle, thepaper analyzes the laws, along with the ethics and oversight mechanisms, thatregulate the behavior of civil servants in the clean government. Theachievements that we obtained and the difficulties that we faced during theactual clean government construction are summarized. The causes of thedifficulties are also explored. Meanwhile, we get inspirations by sorting the civiladministrative ethics during the clean government construction of OECD, andWestern countries like the United Kingdom, Canada, the United States and theothers. Finally, some measures are proposed to improve the current cleangovernment construction by comparative analysis, which have both theoretical and practical significance on the healthy operation of civil administrative ethics,the construction of independent system and improving of governmentadministration level, as well as the stabilization of the society.
