In recent years, along with the development of internet technology and e-commerce, network shops have become a booming economic forum in the network economy. As one of many shopping forums without shop fronts, they create a new consumption channel which is convenient, fast and cost-efficient, receiving support from sellers as well as buyers. While facilitating the development of the network economy, network shops also bring about an array of problems during its development due to the lack of legal regulation. Consequently, network shops'ambiguous legal status led to the difficulty of distribute responsibilities, consumers being vulnerable to insufficient protection. Increasing tax problems also crop up from time to time, becoming a major impediment to the development of network shops and even the network economy as a whole.This paper analyzes the practical significance, development potentials and existing problems regarding network shops after comparing them with shops in the real world, based on legal theories related to market access. Subsequently, the paper proposes a clear definition of network shops'legal status, making them a legitimate and standardized market participant. As such online transactions can be further developed in an efficient manner. Based on the analysis of western countries'policies regarding operation of network shops, this paper proposes that network shops shall be registered with the administrative departments in charge of industry and commerce as well as the taxation authorities in China. In addition, network shops'product quality shall be subject to the state quality supervision system, so as to address such legal issues like the protection of consumer rights and taxes to be levied against the network shops. The government's market supervision function shall be exercised to legally regulate the operation of these booming network shops in the current stage, leading them to the road of healthy development.
