Research On The City Social Succour System Of Disabled Persons In China

Poverty is a international problem and a big challenge that human is faced with. Therefore October 17th is be determined"International Poverty-Elimination Day"by the United Nations. The handicapped is a special group of city in contemporary society. The city poverty is the major management problem in China's modernization transition period. Research on poverty and the relationship between the cities special groups help understanding of human poverty deeply. Despite the reduction of human poverty has always been the pursuit of social justice and social equality ideal, but poverty is still generally existed in many parts of the world. Poverty aggravated the gap between the disabled people and the healthy people. These gaps make people with disabilities be at a disadvantage, and hinder the development of persons with disabilities . It has important theoretical and practical significance in improvement of Chinese cities on the development of the disabled people with the problem of poverty social assistance system .From the angle of city in transition, the study is begun with an investigation of poor city disabled families living on minimum government subsidy in Taiyuan. Analysis of the urban poor people with real-life difficulties, the deficiencies of assistance system. At the bottom of the community, relying on themselves strength unable to extricate from the economic of the low-income, living on the edge of poverty and bear the vulnerability of this pattern. In view of the city and the disabled assistance system existing problems, and put forward to China's city poverty relief measures for the disabled people. I believe that the cause of people with special needs of the social security concept of conversion , a core of the minimum social security system, improve concessions care policies. The author stressed that the most urgent task to the development of social security undertakings is increasing the financial input, and expanding people with social assistance funds, and promoting people with a reasonable sharing of national development results.
