Research On Minimum Living Standards For Urban Residents In Underdeveloped Areas

As a core part of the social assistance system,the minimum living security system in urban areas and aid plays an important role.The minimum living standard is not only the screening criteria of poverty,poverty is the compensation standard is the core of the minimum living standard security system.High and low this important economic variables directly affect the living standards of low-income people,the level of local economic development,balance of payments situation of government finances.Security standards too low to maintain the right to life can not be good citizens,but also prone to social instability and even lead to social unrest.Security standards are too high,it is possible to have a "welfare trap" only increase the government's financial burden,inhibits employment,increasing the burden on enterprises and workers,but also to curb consumption,but also crowding-out effect on savings and thus for economic development have a very negative impact.In this paper,the theory of poverty and social assistance based on the needs from the perspective of urban population certain low living standards starting in 2010 estimated utilization Martin Act--2014 Low-poverty line for urban residents in Guizhou Province and the high poverty line and the actual minimum standard of urban residents are compared to measure its moderation.Use variable substitution method for Martin method improved estimate a minimum standard level of moderate between theory poverty line.By analyzing the impact factor of minimum standards,drawn Guizhou minimum standard adjustment mechanism.This paper is divided into five parts: The first part proposed,the problem.Introduces the research background and significance,review of researches.The second part,the theoretical part.Finishing the theoretical basis of the minimum living guarantee.The third part,from the analysis of static and dynamic two aspects of the history and current situation of urban residents in Guizhou Province,the minimum living standard,and the question of security standards.The fourth part,by the Department of Guizhou Province Martin method to measure the current minimum standard of moderation and measure out a moderate development of urban residents in Guizhou Province line.The fifth part of policy recommendations,this paper presents four recommendations.Studies have shown that the current minimum standard low Guizhou Province,the lack of long-term dynamic adjustment mechanism and the adjustment unreasonable.Based on the results of Guizhou appropriate basis for the developmentof specific numerical criteria on economic variables to establish contact with the establishment of the dynamic adjustment system and put forward four proposals:(1)under the circumstances an appropriate increase in the minimum standard of urban residents.(2)establish a scientific analysis and evaluation system(3)establishment of a minimum living standard for timely adjustment mechanism(4)handling the relationship between the minimum living guarantee and other security projects.
