In the 20th century mid-80's, community service began to rise. Then with the government's active promotion, it change into community-building boom. In recent years, as the social transformation accelerate and the community-building advance, Urban Community Social Organizations grow fast. They play important roles in community building, community governance and the building of harmonious society. At present, Urban Community Social Organizations have already made some achievements, but from an overall point of view, there are still many problems in its development process.There are many reasons can explain the difficulty of our Urban Community Social Organizations.
