Foreign aid is known as aid diplomacy in terms of its diplomatic function. Globalization and the increasing interdependence in today's world make foreign aid an important national interest to seek.Therefore,foreign aid has become a major content of a country's foreign policy,and also the important topic in today's international political agenda.USAID,founded in November 1961,acts as an independent federal government agency that contributes to most of the external non-military assistance of the United States.It was set up over 50 years ago,and has witnessed the major shift of U.S.foreign policy.It is playing an important role in the implementation of the United State's foreign policy.This dissertation looks at the USAID's aid policies by George W.Bush's administration during his eight year's rule.It first explores the evolution of U.S. diplomatic strategy.Then,it focuses on USAID"s aid policies and practices to ASEAN countries by addressing the following specific issues in five sections.The first section discusses the rise and development of USAID.The second section dwells on the United States interests in the ASEAN region and analyses its causes,purpose and contents.The last section tries to assess the effects and discuss the obstacles in the USAID's aid policies.This dissertation contributes to the knowledge of aid policies of USAID to ASEAN countries by drawing some conclusions as follows:The influence of the aid policies of USAID to ASEAN countries is wide and far-reaching,and,the assistance focuses on the area of social development.The aid policies of USAID to ASEAN countries are embodied with western values.In the long run,the aid policies of USAID to ASEAN countries is conducive to the maintenance of international order and stability in the region,to the promotion of the recipient country's economic and social development,and to the validit of the U.S.diplomatic strategy in the region.
