The contemporary era is an era of ocean.While the human society is confronted with population explosion,resource shortage and environmental degradation,the ocean has been the second space for human survival and development.Since the "United Nations Convention on the Law of the Sea" entered into force,the scramble of countries around the maritime rights and interests is becoming more and more prominent,and a new round of "blue enclosure movement" is in the ascendant.China and India,the world's two biggest developing countries,have put forward the slogan:"to enter the ocean ",and treat sea power strategies as an important component of the rising strategies.This paper will explore in depth the evolution of the two countries' sea power strategies in history,give a scientific prediction of the two countries' future development of sea power,analysis in detail the reason for the two countries' implementation of their sea power strategies,and make the differences and similarities of the two countries' sea power strategies apparent at a glance.China and India are similar in terms of the background,approach and external conditions of the implementation of their sea power strategies.However,they are different to a certain extent in terms of geopolitical environment,sea power,and the essential of their sea power strategies etc.As one of China's neighboring countries,India's sea power strategies will no doubt have an impact on China's maritime interests.In particular,its "east" policy has reached the South China Sea.China and Indian have not only competition but also cooperation in the use of the Strait of Malacca.The author put forward some countermeasures on how to achieve "win-win" on the sea between the two countries.
