Generally speaking,public policy is the public rationality and the public choice to meet the social desires,as well as the guidance of the social action.It relates to the benefits of personal concern,since it can distribute the social wealth authoritatively. Weather the target group of public policy could approve and digest the public policy is the key factors which ensure that the policy will be implemented successfully. Especially in the country government and the area under its control,target group owns their unique characteristic,so they implement the public policy through the specific way.However,as abided by the remoteness of its location,the political power of the target group is too weak.They always called little attention in the reality.Therefore,it is worth paying more attention to the policy implementation in the country government.According to the background of the strategy of developing the western region as well as springing up the midland plains,this paper analyzes the features of the country government and the characteristics of the target group in these regions.Then it brings out the influence of these characteristics and points out some suggestions.In a word, this paper consists of four parts:the first part is introduction,it contains the background of the selected topic,the study meaning and the writing thought;the second part defines the relative concepts,as well as illustrates the models which to implement the policy;the third part analyzes the ways in which the target group effects the policy implementation in the country government;the fourth part puts forwards some suggestions and countermeasures to implement the policy effectively in the country government.
