A Research On The Difficulties And Measures Of Targeted Poverty Alleviation Policy Implementation Of Grassroots Government

China's poverty alleviation work has gone through five stages: relief and poverty alleviation from 1949 to 1977,reform and poverty alleviation from 1978 to 1985,development and poverty alleviation from 1986 to 1993,tackling problems and poverty alleviation from 1994 to 2000,and comprehensive poverty alleviation from 2001 to 2012.Since the 18 th national congress of the communist party of China,China has implemented a series of targeted poverty alleviation policies and achieved remarkable results.However,we must be soberly aware that it is still difficult to get rid of poverty in grassroots areas.Grassroots governments play a key role in the implementation of policies.There are four dilemmas: First,some measures taken by the grass-roots government deviate from reality;Second,some cadres distort the implementation of policies.The first secretary has a power game with the village party secretary,and resident villager,responsible person,village cadre shirks responsibility;Third,the information dissemination between cadres and poor households is not transparent,the interest demands are not consistent and the status of the two is not equal;Fourth,poor households do not have a strong sense of poverty alleviation.From the perspective of grassroots government,this paper uses literature research method,inductive analysis method and interview method,and based on the theory of collective action and the theory of ‘X'.With the integration and development of Smith process model and Mc Loughlin's interactive adjustment model,this paper forms an innovative analytical framework.According to the present predicament,five countermeasures are put forward: First,relevant laws should be improved.Second,protect the channels for cadres to express their interests;Third,clear the cadre's duty,enhances the work ability;Fourth,improve the participation of target groups and strengthen supervision;Fifth,increase support and reshape the rural subjectivity of the grassroots areas.Although the targeted poverty alleviation policy will soon reach the policy target in 2020,the research on the policy implementation of grassroots governments in this paper can still provide some reference for the future public policy implementation...
