Since the 1980s, Non-governmental Organizations(NGOs) have rapidly developed in the world and become new and important international actors .Since there is less research in the topic , which leads to less development in the third section in China, it's still in the process of beginning, developing, reform and adjustment phases.At the same time, the mass groups or people's groups have adapted to the themes of social changes and developments in different historical phases, which last almost a century and basically succeeded in representing the benefit of respective groups. They have already become significant organizational and social powers which influence the harmonious development of China's politics, economy and society.First of all, based on the development of NGOs home and abroad, firstly analyzes the present situation and problems of domestic NGOs, probes into the revolution course of the influential mass groups or people's groups in China and puts forward the concept of the social organizations with Chinese characteristics centering on the expansion and function expansion and diversification of the organizations. Meanwhile, taking the organizational changes of the CYL as a particular example, based on summarizing the function development and the characteristic expansion of the CYL, it explores the development tendency of the CYL in the social changes of China and the unique role of the social organizations with Chinese characteristics on national conditions.With reference to the theory of the third section and organizational changes, this paper reflects on and defines the function positioning of the social organizations with Chinese characteristics, and puts forward thinking on development of the third section in China in new times by applying the methods of elements analysis, process study and empirical evidence research.
