For the vulnerable groups,Social Assistance System is the last line of defense to protect the basic right of urban and rural people,which play an important role for the realization of social fairness,justice and thus maintaining social stability.Based on the situation that urban and rural areas are different,Social Assistance System is not perfect,we try to explore a way that the status quo arrangements,construct an effective system to adapt to the characteristics of the times,the both is not only an urgent desire for vulnerable groups but a further improvement to our market economic system,it should cause great concern in our society as a whole.Based on social security theory,institutional economics,public policy theory,we study carefully the construction of Social Assistance System in Linzi District of ZiBo City.Meanwhile,we try.to explore an effective path to construct a new type of urban and rural social assistance system in the basis of the theory of economic and social development and social security work in the practice of Principle.The full text of the content is divided into six pans.In panâ… we introduce the study,the significance of the research at home and abroad,the paper's research methods,content,innovation and the existence of deficiencies;Panâ…¡:On the basis of defining Related concepts,we sum up a brief review of China's social Assistance system.Partâ…¢:We study concretely the strcution of low income groups and the basic causes in Linzi District;Partâ…£:a detailed analysis of urban and rural social Assistance system and its operation of the effect of the status quo in Linzi District;Partâ…¤:Analysis of society Relief system problems;Partâ…¥: countermeasures and suggestions for the construction of a new type urban and rural social Assistance system of in Linzi District.The main findings(conclusions) in this artical are: First,through the field investigation we found that there are both social and economic structures and social institutions,such as the role of environmental factors,and the quality of education in LinZi District for the low income groups which is caused by variety of factors.Secondly,based on the study of identification of the existing urban and rural social assistance object,the source of social assistance funds and the use of aid management,we find that the existing social assistance system has many flaws and deficiencies:The imbalance aid policies,unscientific assistance standards and the spread resources, insufficient sources of funding,incomplete rescue methods and so on.All of these make the social assistance system unfair.Thirdly,on the basis of contrasting good experiences and practices in other areas, we suggest to LinZi District government that they should construct a social assistance system and operating mechanism which is based on the geographical features and characteristics of the population,and operating mechanism which is leading by government,participation with community,and based on the minimum subsistence guarantee system,compulsory with the natural disasters aid,health care aid,education aid, housing aid,justice aid,and others,as well as social mutual help and rural poverty alleviation.Specifically,it is necessary to create a social assistance system with "clear responsibility,right network";and create a social aiding mechanisms with "clear target, credible fund";and build a social assistance framework with "comprehensive content, clear structure";and construct a social assistance system with "unified system,scientific standard";and truss a social assistance platform with "standardize procedure,advanced management";and the last is to improve the monitoring mechanism with "complete legal system,strong oversight".
