With the continuous development of the social economy,our party has led the people throughout the country into a well-off society.It is moving from an overall well-to-do level to a well-to-do level.The report of the Nineteenth Congress clearly stated that "from now to 2020 is the decisive period for the completion of a well-off society." In this crucial period,the reliance on the reform of social security system has been strengthened.It is particularly urgent to strengthen the construction of the social security system to promote the integration of urban and rural areas.Social security is a public product.It is a social security system that protects citizens' basic rights to life.It is a major institutional arrangement concerning the basic well-being of the people and the long-term stability of the country.It is inherently shared.China is a large country with a population of 1.3 billion people.Fifty percent of the population structure is peasants.But for a long time,China's social security construction has focused on towns and cities,and rural areas have not achieved social protection in the true sense.This has become An important factor that restricts social and economic development and hinders socialist construction.The "Proposal for the 13 th Five-Year Plan for Formulating the National Economy and Social Development of the CPC Central Committee"(hereinafter referred to as the "Proposal")reviewed and adopted by the Fifth Plenary Session of the 18 th CPC Central Committee carried out a new concept for China's future economic and social development.In summary,the concept of "shared development" was clearly proposed.Sharing the concept of development is the inheritance and development of the Marxist concept,the essential requirement of socialist construction,and the unremitting pursuit of social fairness and justice.Adhering to the concept of shared development can continuously improve people's well-being,promote social fairness and justice,and promote socialist construction.This article starts with shared development and aims uses relevant data to conduct an empirical analysis of the development of urban and rural social security in China,analyzes the reasons for the unequal level of urban and rural social security,and proposes countermeasures and suggestions to promote the balanced development of urban and rural social security in China,providing a reference for the reform of urban and rural social security system in China..From the framework of the thesis,the author first discusses the background and significance of the topic selection,and the research status of shared development and social security at home and abroad;secondly,based on the shared development concept and the theoretical basis of social security,the author elaborates the connotation of sharing and the development of sharing theory.The relevant theories of traceability and social security have focused on the analysis of the relationship between shared development concepts and the reform of urban and rural social security systems.Third,the research on the urban and rural social insurance projects,urban and rural social assistance projects,and the status quo of urban and rural social welfare projects,focusing on the current status of social security differences in urban and rural areas.The reasons for the analysis;Finally,from the deepening of the overall planning of urban and rural social security awareness,change the pattern of dual urban and rural structure,deepen the reform of the public finance system,improve and improve the social security legal system,etc.,put forward suggestions on the differences between urban and rural social security issues.
