The Balanced Scorecard is a kind of valid performance evaluation tool, and it transforms the strategic target of organization into a set of systemic performance evaluation index, from the financial standing, service to customer, inner part operation process, and study and grows up these four dimensions. The balanced scorecard is applied in western government performance evaluation, such as the United States, England, Australia etc., which obtains tremendous success. Aiming at an existent problem of the our country performance evaluation, the author proposes to introduce the balanced scorecard into our country government section, set up a set of reasonable and valid valuation index system to evaluate the government performance, and it is no doubt beneficial to improve the quality and ameliorate the method of our government performance evaluation.Guided by new public management theory, public choice theory and performance evaluation management theory, this thesis mainly uses model analysis method and positive analysis method quantitative analysis modeland qualitative analysis model, comprehends multi-subject knowledge of public management statistics science information science ,and so on .This thesis gives a systematic and profound research on government performance evaluation system. With the working experience in Weifang Personnel Bureau, this thesis try to reconstruct the performance evaluation system of Weifang Personnel Bureau by using the Balanced Scorecard, and hope to make a beneficial exploration for the Balanced Scorecard application in government.
