government performance evaluation is the core content of the contemporaryadministrative theory, is also a key link in the government performance managementprocess.Western developed countries, both in theoretical research and practicaldevelopment of government performance evaluation have made a very richexperience, and the formation of a more mature theories and methods.In China, withthe continuous deepening of the reform of the administrative system, government atall levels on the performance evaluation beneficial exploration and attempt has alsomade some achievements, but because of the Government Performance Evaluation inChina started late, so in practice the operationprocess will inevitably exposed someproblems, such as a single assessment methods, scientific index system, the appraisalprocess is closed.Balanced Scorecard as in Western countries, in-depth research andextensive use of new performance management tool, whether in business orgovernment departments play an active and effective role to improve the efficiencyand quality of these sectors performance management.Research performancemanagement tools, and use it to improve the lack of performance evaluation ofChina’s government departments, to establish a more scientific and reasonableperformance evaluation system has important practical significance to enhance thelevel of China’s Government Performance Management.This thesis is divided intofive parts, the introduction, the five aspects of the topics reason for including thispaper, the significance of the research review, research methods and possibleinnovation.The first chapter is divided into three main overview of the concept ofgovernment performance evaluation function, significance, evaluation methods, andgovernment performance evaluation.Chapter II describes the theory of the balancedscorecard system, the main contents of the advantages and disadvantages of theGovernment Performance Evaluation.The third chapter analyzes the feasibility of theBalanced Scorecard in Government Performance Evaluation.Chapter fourthsummarized the Government’s Balanced Scorecard existing barriers andsolutions.Overview of these four chapters, expect to be able to help improve the performance evaluation system for China’s government departments, in the set ofindicators, assessment methods and management techniques have improved, so as toachieve the purpose of improving government performance.
