A Study On Settlements To Trans-administrative Water Pollution Dispute

Along with China's rapid developing of economic and process of industrialization, water pollution, as a severe one of the present environmental problems, has seriously hampered China's economic development. In recent years, China's water pollution problem has become a cross-regional, inter-basin complex problem. Trans - administrative water pollution problems led the conflict between different administrative regions frequently. How to solve the trans-administrative water pollution problems on the level of administrative regions and promote the coordinated development of economy in adjacent regions need be researched urgently. This thesis, on the one hand, defines the "trans-administrative water pollution dispute" as an inter-governmental dispute of the adjacent local governments; on the other hand, try to study and find out several settlements to trans-administrative water pollution dispute, including system of prevention, system of information exchange, system of joint monitoring and system of common enforcement, in order to set up an organic whole system to settle the trans-administrative water pollution dispute.
