Local self-government, in a nutshell, is a local political system, that in a unit within the national territory, the residents of the region elected by the local government authorities within the legal framework and under the supervision of central government exercises autonomy and deals with the region's public affairs. Local self-government is aimed at easing the central power which is too concentrated, improving the efficiency of government activity, stimulating local creative spirit, and releasing the creative role of innovation capacity, and it is increasingly significant. The study of local self-government theory will further clarify the relationship between central and local governments and accelerate the pace of administrative reform.This first part of this article briefly reviews the concept of local autonomy of Chinese and foreign scholars, and defines the concept of local self-government, and then focuses on the Western theory and practice on local self-government.The second part mainly analyzes the feature of local self-government in western countries. As the political, economic, social values and historical and cultural traditions of western countries are different, local autonomies in western countries is not stereotyped. However, it is necessary to analyze the similarities of local self-government in western countries. Subsequently, it has analyzed the current development trend of local governments in Western countries.The third part has a brief evaluation of local self-government in the contemporary western countries. It pointes out the reference and the revelation which local self-government in western countries has to China's administrative reform, in five aspects the legislation, the division of authority, the improvement of the capacity of local government autonomy, the development and improvement of the system of regional national autonomy and grass-roots democracy and autonomy.
