Public affairs that governments of different countries have to attend to are now becoming more and more complicated. So it becomes increasingly important and necessary to enhance the government'management efficiency and performance. Thus a brand-new public affair management campaign springs up, by introducing the notions of enterprise performance management with an eye to bringing down the management costs and activating or enhancing their productivity. As an important part of performance management, government performance communication contributes a lot to the success of performance management. Guangdong Province, a pioneer to advocate and implement the"Reform and Opening-up"policy, has made some achievements in its government performance management as well as its economic development. However, so far as theoretical exploration and practical experience regarding performance management are concerned, Guangdong Province still lacks in a scientific and systematic study and experiential summarization of government performance management, in particular, lacks in a systematic exploration into its performance communication. Hence, this paper attempts to present some theoretical and experiential references to Guangdong's public servant performance communication practice.This paper studies one component of the performance management of Guangdong Province-performance communications-through the use of data studies and empirical analysis. Based on the existing problems in government performance communications in terms of communication concept, system, mechanism and channels, in accordance with the specific situations of performance communication of public servants performance management of Guangdong Provincial Government, and by referring to relevant theories of government performance management and performance communications in China, this paper analyzes the underlying causes of the problems in public servant performance management of Guangdong Province and points out that efforts should be made to improve performance communication of public servants in Guangdong Province from the aspects of cultural philosophy, performance management system, communication channels and communication feedback mechanism so as to achieve better results in public servant performance management of Guangdong Province.
