Study On Performance Communication Mechanism Of Ji'an Local Taxation System

With the rise of the new public management movement in the 1980 s,performance management has received more and more attention.In order to improve management efficiency and performance,government departments introduce the concept of enterprise performance management and comprehensively implement government performance management to reduce the cost of government and improve the government's productivity.As the country's economic management and administrative law enforcement department,the tax department is a "pathfinder" of performance management,actively exploring the promotion of tax performance management,and the reform has achieved certain achievements.As an important component of performance management,performance communication plays a key role in the success of performance management.But in the land tax department and even the whole country performance communication theory research and practical experience,is still relatively scarce,the lack of performance communication theory scientifically,systematically research and practice experience.Therefore,how to establish a smooth tax performance communication mechanism,to realize effective communication in the performance management process,thus ensuring effective performance management,has important practical significance.The author combined with the practice of land tax department to carry out the performance management,with the tax performance communication as the breakthrough point,through understanding and the research status of performance communication at home and abroad,to discuss how to communicate with the improvement of performance from tax to promote the tax performance management;From the perspectives of functional departments and think the current tax performance communication work,gian land tax as the foothold,for the work of the tax performance communication present situation and existing problems are analyzed,and the gyan local communication four links work on how to improve performance,build some performance communication mechanism put forward its own views,in order to promote gian land tax performance management.The main frame of this paper is:The first part analyzed the selected topic research background,research status at home and abroad,detailed elaborated the paper research train of thought and method,etc.;The second part,combined with the current theoreticalresearch on tax performance management and performance communication,to find theoretical support for building the Fourth Ring circulation system of tax performance communication;The third part,from the actual situation of Ji'an local tax,analyzes the current situation and existing problems of the performance communication of Ji'an local tax;The fourth part,combining the performance operation practice in recent years,analyzes the reasons for the problems of performance communication;The fifth part,the performance of communication by learning some advanced experience,this paper,from the perspective of the performance of communication,culture,skills,and creating good environment performance communication is put forward.Combined with Ji'an local tax performance communication four ring example,put forward the improvement measures of each link of performance communication,to improve the performance communication to promote the continuous improvement of performance.
