With information technology's far-reaching influence on education,Since the end of the 1990s,people combined information technology with the advanced instructional design theories,and viewed and proved the instruction design from a new angle.The Information Instructional Design arises at the historic moment.The Information Instructional Design is system theory and constructivism learning theory as the guiding theory, teachers fully and effectively use of information resources and network technology, reasonably design and arrange all aspects of the teaching process;and serve students heart and soul at student- centered. Understanding of the Information Instructional Design, before implementing the Information Instructional Design,teachers have to have the competencies, the competencies are a kind of structure system, the competencies structure system is a system constructed. It use for describing the competency requirements and assessment standard which professional person perform their duties. The papers is to explore the Information Instructional Design competencies which the pre-service teacher should have.These competencies are the core that professional development of teachers .Based on a large number of documentary research, the author have developed an structure system of the Information Instructional Design competencies.It mainly divided into two parts——theories and practices. Theories include subject knowledge, information technology knowledge, principles of instructional design knowledge. Practice competencies include analyzing ability, design ability, development ability , implement ability and evaluation ability.Then they unfold the first grade competencies and second grade competencies. The competence structure is the author's conclusion.So author makes the questionnaire by competence structure and investigates 47 secondary and primary school teachers.Their understanding can be a reference for developing competence structure.So to perfect an structure of the Information Instructional Design competencies.As the competencies structure ,it need some related experts'advices. With a approach of Delphi forecasting method, author investigates 10 related experts, makes two times investigations and analyses survey reports. So to perfect an structure of the Information Instructional Design competencies once more. Thereby the author explained the connotation of competence structure.The Information Instructional Design belongs to new things.To build and perfect the theory need the efforts of more people;A lot of questions still need people's exploration in accordance with the reality of the instructional conditions of our country.The information literacy of the teachers should be improved in the information instruction.
