A Study Of Monopoly Welfare In Jilin Province

Monopoly welfare, which originates from monopoly, generally refers to that monopoly enterprises, relying on their own monopoly status, earn large amount of monopoly profits which are paid to their workers in the form of salary and welfare, making them possess excess income higher than the average income of the society. In nature, the problem of monopoly welfare is the derivative of monopoly, which is generally considered as an unfair economic behavior hindering the overall construction and development of market economy, and influencing the normal role of market mechanism. Due to some historical and political reasons, in China, monopoly welfare mainly exists in natural monopoly industries and administrative monopoly industries. Monopoly welfare does great harm to society, though at the same time bringing profits to the minority of people. Because of monopoly welfare, the whole level of social welfare suffers dramatically. Meanwhile, it also widens the income gap among industries, causing differentiation of social groups and intensifying social inequality. Monopoly welfare, in a manner of speaking, is becoming a pressing issue to be solved in building a socialist harmonious society in China. To probe into monopoly welfare and find its effective management method is currently a pressing and unavoidable task for the government, scholars and all walks of life.As the traditional industrial base in Northeast China, Jilin Province has some features different from other areas. It can be said that the conditions in Jilin Province reflect the various features in the historical process of transforming from a centrally planned economic system into a market-oriented economic system in China. The economic structure in Jilin Province is featured by a larger proportion of public-owned economy represented by large and medium-sized state-owned enterprises.With the detailed statement of the theories related, this thesis conducts careful analysis and study on monopoly welfare in China, especially in Jilin Province. There are five parts in this thesis:The first chapter is the introduction part, including the background, source and research significance of the topic, domestic and international research situation, methods and contents and the original points of this thesis.The second chapter is about research on the formation mechanism of monopoly welfare. As for its formation mechanism, former scholars confined the research to a single subject, though productively but unavoidably limited by perspectives and hard to explore the nature of the problem comprehensively. However, this thesis creatively applies the theories of sociology, economics and law to study the origin of monopoly welfare from multiple perspectives.The third chapter mainly analyses the condition and characteristics of social monopoly welfare in Jilin Province. This chapter makes an investigation into the current situation of monopoly welfare in Jilin Province in an objective and overall way, and then analyzes its social influence. Through the comparison of domestic and overseas monopoly welfare, it summarizes the characteristics of social welfare in Jilin Province.The forth chapter studies the existing problems of monopoly welfare in Jilin Province. Furthermore, there are complicated social, political and economic factors which contribute to the long-standing monopoly welfare in Jilin Province. This chapter attempts to analyze and summarize various influencing factors, with the aim of laying a solid foundation for finding the effective management method against monopoly welfare in Jilin Province.The last chapter comes up with polices and suggestions to effectively control monopoly welfare based on the above analysis. This chapter firstly proposes some polices on the common problems of monopoly welfare in China from three aspects, government function, market mechanism and legal supervision, and then according to the features of monopoly welfare in Jilin Province, puts forward some specific opinions and ways.
