The development of special education relies on special education teachers, and the construction of special education teachers mainly depends on the effective implementation of special teacher education. Therefore, the promulgation and implementation of special education teacher education policy is directly linked to the increase of the number of special education teachers and special education teacher professional development. Further research on special education teacher education policy will have appropriate theoretical and practical significance on the protection of the implementation of Chinese special education teacher education, the improvement of the legislation of special education teacher education, the promotion of the development of special education and realization of equitable education.The paper mainly aims to sort out the background, objectives, content and supporting system of special education teacher education policy. Through literature research methods, policy of special education teacher education is investigated and is divided into two aspects, namely, pre-service teacher training and vocational teacher training Based on the division, the author designs the questionnaire. The paper selects several representative schools in Sichuan Province for special education research, which systematically shows the current state of the special education teacher education policy. Concerning the actual situation in China, the author draws comparisons on relative policy within home and abroad and analyzes the related factors about the protection of the special education teacher education policy. Finally, three aspects of recommendations are proposed to improve the training of special education teachers, namely, policy recommendations on the improvement of our special education teacher education building, policy recommendations on the improvement of our special education teacher training, and policy recommendations on the improvement of the supporting system of special education teachers.The thesis finds that our country has a long way to go to consider such issues as how to implement the Teacher Certification System, and on how to prepare for the construction of special education teachers. Up till now, there has not yet formed a complete system on pre-service teacher training and vocational training. There are also problems like the insufficient number of special education teachers, the need to improve the quality and so on. The author recommends that our country should further improve the special education teacher training, the policy system of special education teacher training, and the supporting system of special education teacher education.
