The 2003 National Football Conference centered on the development of China's football in terms of football teaching at school for teenagers mostly in a strategic sense. To reinforce the teaching football overall plan, the Conference set the tone for a long-term football teaching at school levels and showed a timetable for such a reform. The immediate benefit of high school football is to make children physically strong so that they can reduce all kinds of pressures out of school work, and fine sportsmanship will increase their communicative skills as well. This will prepare their character building. The above merits are for China to provide a high level of competitive football talent and for further integration with the International Professional Soccer. The writing of this paper is based on published sports literature, interviews with football professionals, Logical analysis, and Mathematical statistics among 12 middle schools in Lanzhou. My findings are through collecting, comparing football facilities, degrees and teaching ages of football teachers, on-going and on-job training programs among schools together with wide participation of upper management of each school plus all kinds of support from parents. The main points of my conclusion are as fellows: 1). There are adequate football fields and facilities among top middle schools in Lanzhou so that children can play football on a regular basis. Nevertheless, the shortage of football apparatus and all necessary accessories makes it difficult for teachers to carry out their PE lessons.2).Those who teach football at school are highly educated but lack professional coaching capability. Football teachers ought to get more professional continuous training 3). Football does not get enough attention due to poor curriculum and thus there is not any after school coaching and students end up playing football in smaller groups. 4) School teams are not able to attend amateur matches due to poor funding and there are not enough opportunities as such. 5). Lack of enthusiasm among students 6).Football populations is going down in China and parents want their children stay away from football. While safety is what school upper management is concerned about. Children would rather like to play Internet games as football is being neutralized. All of above mentioned factors disencourage football teaching and learning and stop it from winning more popularity at schools in Lanzhou. My suggestion to improve things is as follows: 1) Schools should purchase more football apparatus and all necessary accessories so that football teaching can be carried out. 2).Increase teaching and coaching abilities so middle school can have more professional football teachers. 3).Curriculum design should be more reasonable to make sure football has enough space. After school football activities will get professional guidance and on- year going matches will bring children and fans back to the field. 4) Enough financial input is important to maintain a systematic competing system. 5) build up a brand new pattern to train athletes so school leadership and parents will pay enough attention to football education.
