As an international language, English is an important tool for international communication. English is considered one of the basic subjects in Chinese high schools. First of all, as one of the core subjects in basic education, English takes the responsibility of promoting the Chinese people's morality, education and mental quality. However, English teaching and learning in high school in our country has fallen behind the rest of the world. Through high school English teaching in China, we can find that a large number of students who get good marks on the entrance examination have poor ability to apply it into practice. Most of students learned "deaf English" because after learning English for years, their listening, speaking, reading and writing are still very poor. It is our urgent task to educate English professionals with innovative spirit and practical ability who can adapt to the 21st century. Based on the present situation of our country and the front line of teaching, this paper will explain current research done on the English teaching model in high schools by using literature analysis, comparative analysis, and theoretical study. This research is based on the teaching epistemology, the theory of subject teaching, the theory of constructivist learning and related theories of social and psychological linguistics.This paper consists of seven parts:Part one: to provide the rationale. This part is focused on comprehensive analysis of the high school teaching models both in China and foreign countries and points out the necessity and significance of constructing an Innovative Independent Model forEnglish Teaching in High School (IIMETHS), also the essence and the characteristics of IIMETHS.Part two: to illustrate the theoretic evidence of constructing IIMETHS. It is based on the teaching epistemology, the theory of subject teaching, the theory of constructivist learning, the related theories of social and psychological linguistics and so on, of which show that the teaching model is scientific and feasible.Part three: to discuss teaching goals of IIMETHS. The teaching goal stresses humanism, which focuses on the development of comprehensive language ability. Humanism also advocates a shift from maintaining learning to innovative and independent goals and from cognizant teaching goals to task-based (problem-solving) ones. They include: cultivating students' attitudes and passion for innovative independent learning, cultivating students' ability to think in a foreign language, cultivating students' ability to use the language synthetically, and cultivating students' ability to think innovatively.Part four: to discuss the conditions of IIMETHS. According to the standards of new English curriculum, it offers explanations to the conditions of IIMETHS.Part five: to illustrate the operating procedure of IIMETHS. The basic operating procedure of IIMETHS advanced in the article comes as follows: to design, create situations and to stimulate interest and passion; to induce thoughts and focus on activities; to analyse information and design questions; to make students explore independently and think in an innovative way; to make students innovate independently and construct significance. Based on varied structures of different text types, the article advances varied teaching operating procedures (namely the teaching operating procedures of listening, speaking, reading, writing)Part six: to discuss the teaching and learning strategies of IIMETHS. They include: the teaching and learning strategies of guiding students to participate as a principal part, of optimizing the process of language teaching and learning, of tapping the innovative potential of students. Among them, every strategy involves several teaching demands.?These teaching and learning strategies provide effective operating methods for teachers' innovative teaching and students' innovative learning and point out practical ways to4attain the goals of realizing the model.Part seven: to discuss the evaluation of IIMETHS.
