With the wide application of Internet, the traditional ways of learning are encountering greater shock than ever. Therefore, in school learning, the ways and abilities of powerful learning, which should especially be cultivated and enhanced in network information circumstances, have become the demand of the times and are the main tendency towards the development of teaching reform. However, the present research results of powerful learning at home and abroad are scattered and not compiled. By studying lots of documents, this thesis mainly intends to discuss the required qualifications of powerful learning by the support of high-tech and the present tendency of applying IT to school teaching. The powerful learning referred to in this thesis means that learners hope to deal with and comprehend at full steam the materials so as to acquire advanced cognition such as application, deduction, integration, problem-solving and so on. This thesis explains in the five aspects of powerful learning -characteristics, principles, implementation, and measurement, the construction of powerful learning system in Internet circumstances and also the promotion of powerful learning by high-tech.
