With the development of IT in education, contents, targets, strategies, models and systems of education have been undergoing a profound reform. In order to realize the reform, Teacher is the key factor.By means of systems analysis, diagnoses, literature and case studies, the paper deals with concepts, components and standards of Information Competence; analyzes actualities and training problems of Information Competence of primary and middle school teachers at present; clarifies the frame of the model of Information Competence cultivation; Moreover, the paper demonstrates this model linking with the author's experiences of Information Literacy training of teachers of Yu Zhang Road primary school in Nan Chang city.This paper puts forward that Information Competence can be divided to three parts: basic competence, IT-integrated instructional competence and self-vocational developing competence. And this kind of partition is the foundation of constructing the model of cultivation of Information Competence. According to viewpoints of systems analysis, this paper discusses training problems of teachers' Information Competence from exterior and interior systems. On one hand, the country and the school will influence the teacher; On the other hand, elements inside the teacher's interior system will interact each other, including structures of knowledge, structures of competence, psychology and physiology etc. Using the projects of ACOT, PT3 and Intel * Teach to the Future for reference, this paper mainly constructs Blended Training Model of Information Competence of teachers. This model emphasizes on the belief of training teachers to use technology in technology infused environments and advocates ways of workshop mostly with hands-on, modeling and field trip. Moreover, there are innovations in designs of trainers, targets, contents, procedures, organizations and evaluation of the training model. The final part of this paper is a case study of Information Competence training of Yu Zhang Road primary school teachers in Nan Chang city. The training practice is just a pilot study of this model and it validates the validity of this model partly.
