With the development of computer technology and network technology, on-line education becomes the trend of society and the whole world. Educational information is the construction foundation of a country’s modernization and information. The information technology application ability of teachers directly influences the effectiveness of a class. Therefore, the country has carried out many policies to support the training of information technology application in various forms to meet the needs of primary and secondary school teachers in teaching, but there are still many problems with the current primary and secondary school teachers in the application of information technology in teaching, far from what the Information Society requires. Therefore, our country introduced the "upgrade project," at the end of 2013, in allusion of the training of the IT applications for primary and secondary school teachers. In this background, the study of new training models to effectively enhance the teachers’ ability to use information technology has a very important practical significance.This thesis bases on the related policies in China and the national training plan, "training of trainers" program in 2014, aims to build a new model of information technology application training so as to improve teachers’ IT Application capacity. Combined with the author’s personally experience involved in the relevant projects, the theory and practice of the teachers’ IT application ability training models have been deeply studied.The current teachers’ IT ability training situation and features both at home and abroad have been firstly concluded with the documentary method. Referring to other countries’ training experience and basing on the adult sense circle theory, group dynamics theory, blended learning theory and other theories, the thesis forms the theory basis of the teachers’ IT application training. In practice, the current problems in teachers’ IT application and its training have been deeply studied through interviews and questionnaires, and the first-hand information obtained about training has been analyzed in order to build a "trinity" of the training model and summarizes the characteristics, functions and practical suggestions of the model. In order to verify the result of the effect of this training model and training strategy, the author applies the future training model of Hebei Normal University in the training project for practical studies. Through questionnaires, in-depth interviews and participation in trainings and other forms, the author does the assessment. Combined with the analysis of the thoughts of participating teachers, the most realistic evaluation of training effectiveness is obtained.After implementation of the above practical study activities, the results shows: The training model is theoretically innovative and workable and effectiveness in practice, and is highly spoken of by the participating teachers. It effectively enhance IT application ability of the participating teachers, and has reached the expected effect.
