Higher education in the world is changing continuously and rapidly, and private higher education is attracting much attention especially. But just several decades ago, private higher education was in lack and undeveloped. Now, in lots of countries, the proportion of students in the private universities and colleges to those in all universities and colleges has been raised much. China is unexceptional. It has the same trend in the development of private higher education as other countries. After Chinese state-owned higher education existed for nearly half century, private higher education recurs. Although Chinese private higher education is on a smaller scale than lots of countries in the Asia or other areas in the world, it is very dynamic.During the last twenty years, Chinese private higher education has been going forward on a zigzagging path. Many private universities and colleges encountered lots of difficulties. How to promote its development to meet the needs of higher education and improve citizens' accomplishment has become a problem of the greatest concern of people. According to the present conditions of Chinese private higher education, the author thinks that the government should be the important factor that influences the development of private higher education. By applying the theory of regulation, the thesis analyses the effects of government regulation in Chinese private higher education and finds out the problems existing in it. Then, according to the analysis above and the present situation of Chinese private education, the thesis puts forward the train of thought, the principles and the strategies to perfect the government regulation in the Chinese private higher education. The thesis makes the exploration in the theory and practice on developing the private higher education.The core of the thesis is divided in five parts except for the introduction.The first part dwells on the necessity for government regulation in Chinese private higher education. The first section is to introduce the sketch of government regulation. In this section, the thesis builds the theoretical framework by introducing its definition, contents, means, and effects. The second section is to study the necessity for government regulation in Chinese private higher education.The second part consists of the history and present conditions of government regulation in Chinese private higher education. The first section divides the history into four period and shows the trend of the development and reform of the regulation. Thesecond section is to dwell on the situation of the regulation in the aspects of regulation law, regulation institution and its duty, regulation contents and regulation means.The third part is to analyze the effects of government regulation in Chinese private higher education. The first section is to analyze both positive and negative effects of regulation means one by one. The second section is to study the reasons for the negative effects.The fourth part is to explore the strategies of perfecting the government regulation in Chinese private higher education. The first section is to study the train of thought on the government regulation in the Chinese private higher education. The second section is to sum up four principles of perfecting the government regulation. The third section is to put forward the strategies of perfecting the government regulation in Chinese private higher education.The fifth part is conclusion.
