Private higher education results from the interplay of government and market onthe supply&demand of education resources in the condition of market economy. Tocertain extent, the private higher education will be of benefit for relieving thegovernment’s financial pressure, covering the shortage of the public-grantededucation resource supply; furthermore, it will be valuable for promoting highereducation to change from elite-oriented to mass-oriented. The current China’s highereducation system is coherent with both the previous understanding of the nature ofhigher education and the strict planned economy. Since the reform and opening uprose in1978, the previous understanding of the higher education graduallyexperienced great change, leading to the incremental adjustment for the current highereducation system in line with the rapid economic and social development. Especiallywith the increasing demand for qualified human resources, the public and society hasput forward higher requirements on the development of colleges and universities;undoubtedly, the single governmental investment cannot afford the rapid increase ofthe scale of human resource. For this reason, it’s necessary for us to reform theoriginal higher education system by encouraging the diversified investment on highereducation. In recent years, the national legislature has released " Law of PrivateUniversity Promotion " and "Regulation on Implementation of Private CollegesPromotion", actively encouraging and supporting social forces to participate in theundertaking of education. Under this circumstance, the scale of private highereducation has greatly expanded; in this process, the government role in the privatehigher education development has been intensified for promoting the construction anddevelopment of private colleges and universities. Guangdong Peizheng College is thetypical model for the development of private colleges. This paper will pursue the caseanalysis for Guangdong Peizheng College, by combing the government role theoryand private higher education practice, and then attempt to put forward severalsuggestion and solutions for China’s private higher education development.
