A Study On Optimal Distribution Of Higher Education Resources In Shaanxi Province

Because of the rapid expansion of higher education, resource scarcity has ever become the main restricting factor to the advancement of higher education. Moreover, the support for higher education from the government is quite limited. Therefore, to optimalize higher education resources(HERs) becomes a key measure and an important approach for china to develop heducation. Thus, how to reasonably and effectively distribute HERs in Shaanxi Province, a big educational province with comparatively backward economy in the china, so as to make its higher education realize sound and sustainable development, has a great practical significance.This paper, based on relative theories of optimal distribution of RHEs and from the angel of Snaanxi's present situations of higher education development and educational resource distribution, makes investigations, statistics and analysis on Shaanxi's present situation of RHEs at such levels as general situation, financial input situation, student situation, teaching staff structure, construction situation, store of books situation, and the situation of their strength of Shaanxi's colleges and universities over the nation, etc. And meanwhile it points out some problems existing in the distribution of Shaanxi's HERs. Then, proceeding from the models of optimal distribution of HERs adopted both at home and abroad, it analyzes their features and, based on the objective and principle of optimal distribution of HERs and in combining with shaanxi's concrete situation, chooses a suitable model for Shaanxi's carrying out its optimal distribution of HERs.The study of this paper is of some reference and guidance value to Shaanxi's optimal distribution of HERs. However, owing to time pressure and restriction in length of paper, such problems still require further study as systematic analysis on Shaanxi's present situation of HERs and establishment of Shaanxi's model of optimal distribution of HERs, etc.
