| In the light of the present conditions of the recession of the basketball population, and of the deficiency of the reserve talents, the conference put forward five measures to settle these problems in National Teenager's Basketball Symposium, 2002. Of them to develop teenager's amateur basketball clubs, to cultivate the reserve basketball talents with great exertion were taken as the new pattern of management, reform and development in the new circumstances, demanding all concerned department should support the teenager's basketball clubs at all levels in their establishment and development. The teenager's basketball clubs are aimed to cultivate the teenager's basketball reserve talents, with the tasks to cultivate the interests of teenager in basketball, to improve their constitution, to pass on the skills of basketball, and to find and cultivate basketball talents. The training targets are the students of primary schools, junior and senior middle schools, who practice training basketball skills in their spare time, which do not disturb their normal studying of general knowledge, to cultivate inter-disciplinary talents who develop in full scale. The teenager's basketball clubs, whose member can study as well as train, have settled the contradiction between studying and training. On the one hand, the teenager's basketball clubs are beneficial to the students who can grow healthily and develop all around; on the other hand, it can help to discover and cultivate basketball reserve talents, and to speed up the popularization and development of the basketball sport. Hence they have won support and welcome from student, parents, and all walks of life. In this paper, using some research methods, such as the documents, paper-question investigation, interview, statistics and logic analyze, it makes a systematic study on the present condition of the teenagers basketball clubs in Henan province, analyses the main problems those clubs face and the causes, to explore the countermeasures of the healthy development of the teenagers basketball clubs, and to give advice on the establishment and development of the teenagers basketball clubs in Henan province. The analysis and the research through a great number fact prove that the teenager's basketball clubs are of great value to the development of the basketball sport in our country. They can not only cultivate plenty of high quality reserve talents, but also perform an active and promoting function on popularizing the basketball sport, enhancing the national health level, and promoting the healthy growth of teenagers. The survey and research with regard to the teenager's basketball clubs in Henan province mainly included as follows: the clubs general condition, operating natures, management, trainers and trainees, training and competition, and the hardware facilities like fields and equipment, and the managers' judgment on the clubs' prospect in future and development at present. In addition, the trainees were surveyed through questionnaires on some condition of the teenager's basketball clubs. By accord to my research, the teenager's basketball clubs also faces the problems in its developing. First, the management is not standard, the approved is not strict, so we could not know which part of the government should have the right to examine and approve the teenager's basketball clubs. Second, its organization setting is imperfect, the managing system unconsummated, and the management talents insufficient. Third, the phenomenon, "value body despises intelligence" and "value technique despise theory", is rather severe. Fourth, the lack of good teachers is the most serious problem, high at mobility, and low at the entire quality. Fifth, the management concept of the clubs is backward, their means single, and their ability inadequate. Finally, most of the clubs lack of the capital that is necessary for their development, poor general condition of fields and facilities.
