This project is based on the survey of college level physical courses from 24 universities in Anhui province area, directed by the essential points of the new"course". The discussion is focused on the modeling implementation of physical courses in general colleges. The influence factor which includes the faculty number and training resources was also studied. The comparison was made between these colleges and those from Beijing area which are at higher level of physical courses'education. The methods include bibliographical index, survey, and case study, statistical and logical methods. The goal of this study is to determine the courses setting and current status of implementation, propose the strategy for the future. The study indicates that in the previous 2 years, a huge overall achievement was reached on the structural reforming of college level physical courses in Anhui province. Also a notable improvement was found in some of them; these colleges not only enriched the forms of the course setting, but also made big progress and development on faculty and training resources. In contrast, the physical courses'resource is still lagged according to the comparison which was made between Anhui and Beijing area. It manifests itself in overall lagging, uneven development and huge differences between colleges. The reasons we proposed here are the supply is not able to meet the demand of the college level physical course and gap exists among colleges at different levels which appears on instructive method, course setting, implemental model and management. This study indicates that, first; the reforming of courses should be under the correct directing. All the courses should be carried out under the direction of the essential points of the new"courses". Second; the development of the college level physical course mostly relied on the instructive method and resources, more attention should be paid on import of new high-quality faculty and establishment of the training resource and logistic system. Third; College should find the implemental model which fits itself based on the exploring discussion and experimental reform of advanced implemental modeling, uniformity of in-class and off-class education, sports clubs'forming. Fourth; the college level physical courses should emphasize on the logistic system, organization and management. Attention should also be paid on personalism, thus the higher level and wider view could be reached for the college level physical courses at general colleges.
