The Study Of Whole-nation System Of Competitive Sports Management In China

Focused on the Whole-nation System of Competitive Sports Management in China (abbreviated as WSCSMC hereafter), this paper analyzes its historical development, China's choice of WSCSMC, problems arising in the period of economic transition and their reasons with the method of theoretical and historical analysis, and brings forward basic principles, reforming direction and detailed measures to the system.Upon analysis of historical development of the WSCSMC, this paper divides the period into 3 phases, namely gestation & initially setup, establishing & developing and mature and perfection. Regarding the analysis of objective foundations for the implementation of WSCSMC in our country, the paper summarizes it as requirements of freshening ethical spirits and China's access to the World as well as development of competitive sports causes in China; while analyzing main problems and reasons for WSCSMC in current economic transition period, the paper concludes the problems including the Competitive Sports invested and organized only by our state, while sponsors in mass organization not motivated yet and imperfect mechanism of multi-pillar benefit structure, market resources allocation, training and insurance of WSCSMC. The reasons for those problems concerned dependence on running method and work ways of the planning economic system and great changes took place in the sphere of social development including sport brought by transition of economic system; on the basis of above-mentioned theoretical and historical analysis, the paper puts forward basic principle and detailed measures upon reforming and perfecting WSCSMC. The basic principle includes maintaining sustainable development, compact, targeting benefits of each party involved and gradually implementation; the reforming direction contains strengthening functions of market, avoiding path dependence on planning pattern and rebuilding relations between government and other social sport organizations; the measures of perfecting and reforming the running mechanism of WSCSMC consists of motivating and conformity sport resource in the whole country to meet the need of Olympic Glory Strategy and...
