Colleges and Universities can't only pay close attention to the production of achievements of S&T, and ignore the transformation of achievements of S&T. Hubei that is an important province of strategy as emerging in the middle part of China, has a gifted advantage both of educational S&T and geography. Through the survey of teachers, administrative staffs of S&T at high-tech and enterprises, it shows that a great deal of inadequacies of colleges and universities, enterprises, government and society have influenced the transformation of achievements of S&T of high-tech.How to strengthen the transformation of achievements of S&T of high-tech of Hubei, combining with the investigational results and the effective methods of the transformation of achievements of S&T of colleges and universities of domestic and international, we should start with four respects, that are government, university, enterprise and fund. The government has to innovate management, perfect the laws and regulations, offer the system of guarantee, play to the function of supervising, optimize the environment and the system of transforming, change the function of serving, and strengthen scientific research project management and enterprise's function. At the same time, colleges and universities should take a series of transitions, such as "attention to strive for vertically, despise intersect-oral link", "attention to S&T cooperation, despise technological service", etc., and perfect the mechanism of transformation in order to improve the ratio of the transformation of achievements. Enterprises should pay attention to the technological innovation, undertake to transform responsibility, overcome the acts and efforts for expediency, strengthen the middle-phase links, strengthen researches and developments independently, avoid introducing blindly, at the same time, increase the input in finance, give play to the role of the government's investment subject actively, develop the risk investment industry steadily, widen the financing channel, and raise the fund of transformation of achievements of S&T of high-tech actively.
