The S&T Achievements Transformation Of Shanxi Universities: Present Condition,Problems And Measures

In fact, the competition of Knowledge Age is the competition in science and technology and talents. The Age calls on the universities to serve the society by its knowledge application. Taken Shanxi ordinary universities as object, the research finds the existing problems and puts forward to the according measures on the basis of analyzing the main norms of S&T achievements transformation. The goal is to promote the flourishing development of Shanxi economy and higher education.On the basis of brief review and rational understanding of S&T achievements transformation of Shanxi universities, the paper analyzes the present conditions in the tenth five-years by using the methods of literature law, comparison test, visitation and statistical analytic, by which we can find the science and technology manpower increased while the full-time R&D staff decreased in wave-shape; the expenses mainly come from the government, the expenses from businesses and enterprises increased yearly, while the experimental development expenses was too low; the S&T work and paper increased while the percentage of national awards was very low. Furthermore, the technique transfer contract increased vertically, but the percentage was very low; the patents application and authorization increased , but the sale number weren't reach ten.The research conclusions: firstly, the transformation patterns are diversified, such as technique transfer, technologic business, product base and so on. Secondly, the basic characters are take market-orientation, trade feature, ensure system and multi-value seriously. Thirdly, there are five problems, that is, the rigid S&T management system of universities and businesses, lack of money and the unreasonable structure, the weak middle-test segment, the weak effect of Intellectual Property Right safeguard, the big gap between Shanxi universities and the other provinces in middle part of our country in the main norms. Fourthly, there are five according measures, that is, deepen system reform to optimize the transformation environment, develop the risk investment to strengthen expenses support, strengthen middle-test base construction to catalyze transformation process, implement Intellectual Property Right strategy to improve transformation benefit; put attention to the system convert of school business to insure the pattern which of Chinese feature to develop healthily.
