The talent which is more than important resource is the basis of the prospering of a nation and the resource of the development and the base of making the people rich. We must depend on talent to rejuvenate Northeast China. Not only advanced manager but also high-tech talent is necessary for rejuvenating industry. The team of high-tech talent is an important part of our country's talent team. Strengthening the job of the high-tech talent has not only a significant meaning for the implementing of the development of the science completely and building the socialist harmonious society, but also for the establishment of the new scientific talent ideology. Trying to build a team of mastering the advanced technology and skill as well as the operating skills will play an essential role in implementing the strategy of"Prospering the country by science and technology"and building the well-off society completely to promote our provincial economy to realize over normal and cross jumping as well as good and fast development.Perfecting the Jilin Province high-tech talent team building is a key content of the strategy of strengthening the province by talent, which is the inside demand of prospering the Jilin and the demand of building the harmonious Jilin and the requirement of the talent self development. Perfecting the Jilin Province high-tech talent team building has a significant meaning.High-tech talent is a completely new concept, which has different connotations in feudal society, industrial society and knowledge economy society. High tech talent is the top level of the skill talent, which is the core group of the skill talent. It mainly refers to the high-level technician, mechanics in the field of production and personnel with relative ranking in the service field. High-tech talent refers to high-quality labor with creative ability who own the necessary theoretical knowledge and master the modern equipment and can accomplish those difficult or key activities that the medium level skills in the production and service field can't do.The characteristics of the high-tech talent team shows owning the outstanding operating ability, which is the most outstanding vocational image feature of the high-tech talent; outstanding creating ability which mainly shows in the creative ability in the relative technology field; the extremely strong adapting ability which mainly comes from the solid skills and technology basis and relative strong practice ability and creative ability which comes from their good vocational morals and contribution spirit.High-tech talent plays a role which can't be substituted in promoting the enterprises to improve the economy benefit, realizing the transferring of the science and technology achievement as the precious wealth of the country and the enterprises. However, at present there is still a big gap between the high-tech talent of our province and the requirement of the economic society development and the economy level of the developed area both in quality and quantity, which has become the main bottle neck limiting our province to follow the new industrialized route and quality efficiency developing route. It mainly shows in: The total quantity is in short, the layout and the structure are not rational, the training fees is insufficient and all the treatment is obviously low etc.The root mainly exists in the traditional talent ideology by analyzing and concluding the problems of the Jilin Province high-tech talent team building. At present there exists the traditional ideology of"Emphasizing the diploma education, neglecting the vocational education; Emphasizing the certificate and diploma and neglecting the vocational skills", which is the important thinking root that leads to the shortage of the high-tech talent. The present educational system is the real root. The major and curriculum setting of the higher vocational skills education weren't laid out to the demand of market, which has relatively high blindness, the setting of the major and the content of the teaching seriously broke up with the reality and can't follow up the demand of the fast development of the times; The lack of perfect evaluation and appraising system and the effective stipulating and ensuring system are the system root. The high-tech talent evaluation new system hasn't been established taking the vocational ability as the lead and the working achievement as the key point and paying attention to the vocational moral and vocational knowledge level. In encouragement and ensuring, lack of strong and powerful encouraging system and hasn't well stipulated the activeness and creativeness of the technical talent; The training system of the high-tech talent is not perfect. In addition, the problems such as high-tech talent is short of creative ability, employing permission lacks of law enforcing effect etc. have also become the bottle-neck which limits the building of our province high-tech talent, which is the main obstacle of prospering Jilin old industrial base.The route choice of perfecting the Jilin Province high-tech talent team building should build correct talent ideology first and provide the thinking ensuring for perfecting Jilin Province high-tech talent team building. Advocating the whole society to form correct talent ideology and set up the ideology of"Talent of skills is the most precious resource of enterprises", form the good society fashion of emphasizing technology and knowledge and respecting the technology talent. Secondly, optimizing and standardizing soft environment construction to provide the ensuring of the environment for perfecting Jilin Province high-tech talent team construction. By the effect of the public advocating, create the social environment good for the growing of the high-tech talent of Jilin Province. By enacting talent policy, creating working environment good for the growing of the high-tech talent. Thirdly, establishing and perfecting every related system and provide the system ensuring for perfecting Jilin Province high-tech talent team building. The activeness of the talent job depends on the system and mechanism. It's proved by the practice that the competition of the development of economy is the competition of the talent in the final analysis, while the back of the talent competition is the talent working system and mechanism competition. To achieve the talent advantage in prospering developing career competition, we must develop talent system reformation greatly, make efforts to create talent working system. For one side, we should perfect high-tech talent selection system and establish as well as perfect high-tech talent evaluation system. On the basis of extruding the operation and practice, perfect the vocational certificate system and fasten establishing talent evaluation system by taking the vocational ability as the lead and working achievement as the key and paying attention to vocational moral and vocational level technicians. For the other, we must strengthen encouraging system establishment, increase the encouragement for the high-tech talent. Enact and implement allocating policy effectively encouraging all kinds of talent creating and adhere to spirit encouragement and material one. Establish talent rewarding system taking the government reward as the lead and the employing unit as the subject and social power as the supplement, make full play of the operating benefit and social value double encouragement so as to encourage various talent's creativeness and enthusiasm of creating and promote the exertion of the talent function. Finally, we should perfect high-tech talent training system to provide organization ensuring for perfecting Jilin Province high-tech talent team building. By broadening greatly high-tech talent training tunnel, increasing the investment of the training capital, greatly developing the higher vocational education, establishing high-tech talent growing cradle; actively provide the information service, increasing supervising check and evaluation; increasing the technical working kind labor exporting and promote the high-tech talent's technology level and creative spirit etc. to perfect high-tech talent cultivating system.Prospering the north-east old industry base requires large amount of high-tech talent. The government department should start from the cultivating, selecting, evaluating, communicating, encouraging and using as well as ensuring etc. to actively do the job of training, guiding, managing, serving of the high-tech talent well. Establish high-tech talent training system and promote high-tech talent growing to full exert their role and meet the demand of all fields of life in our province.
