In the past 20 years, popularizing compulsory education is the priority of China's educational development. In the situation that compulsory education is basically popularized in our country, balanced development of compulsory education has got highly attention from the government and nearly all social communities. Cutting-in at the focal point of educational expenditure in per capita student budget, this paper calculates the Gini Coefficient of educational expenditure in per capita student budget for 31 provinces (municipalities) during 1995-2004 and also analyzes the data. By analyzing, we can see that the problem of ordinary junior high schools is greater than that in ordinary primary schools; the problem of village is greater that in cities; the problem of the third or the fourth regions is greater than that in the first or the second regions, while the third or the fourth regions are mostly in those underdeveloped regions of central and western. So, we should increase the input into the junior middle schools and primary schools that in central and western village.This thesis is consisted of four parts:Part I, the index interpretation of measuring fairness for compulsory education funds allocation. This part mainly introduces three methods for estimation of the unfair extent, which are: (1) Coefficient of Variation; (2) Gini Coefficient; (3) Mcloone Index and Verstegen Index, and this part highlights three calculation methods that are suitable for education Gini coefficient.Part II, the analysis of fairness for compulsory education funds allocation . The "urban and village" comparison of this part is mainly focusing on average level in the nation and in the rural areas. I used Coefficient of Variation, Gini Coefficient, Mcloone Index and Verstegen Index to calculate the data and analyzed trend according to the map of calculating results.Part III, the regional comparative analysis of fairness for compulsory education funds allocation. According to the overall situation of economic development and education development, divide the 31 provinces, autonomous regions and municipalities of our country apart from Hong Kong, Macao and Taiwan into four regions and analyze the inequality of each region by using Gini Coefficient.Part IV, conclusion and policy recommendations. According to the study conclusion, the author puts forward to implement the "Law of Compulsory Education" earnestly to make the nation take full responsibility for ensuring compulsory education; Enact distribution rules of compulsory education funds and ensure them with rational allocation; Enact education funds support policy to the underdeveloped areas; Establish regular circulation system for teachers and give them the same treatment as local public servants; Take balanced level of compulsory education development as a standard to inspect the leadership of government leader in this region.
