The Dilemma Of NGO Playing In The Community Governance

Along with the pluralism of governing subject, the non-governmental organizations (NGO) governing in communitygovernance become more and more important. But seen from thefunctions which NGO should display, NGO development in ourcountry is by far insufficient, especially compared with the overseasNGO's development, the rising development of the market economywhich becomes more and more consummate day by day, with demandthat the huge social vicissitudes and changes bring during the formand open policy times. As a newly emerging thing, NGO in thecommunity governing still have a number of realistic difficulties toface.Broadening NGO's development space in community,eliminating NGO's difficult positions in aspect of governing in thecommunity become the urgent issues which should be solved asquickly as possible. This article take community NGO as the researchobject and put forward proposals and countermeasure by researchinginto community NGO difficult positions, which have certain theoryinstruction and the reality reference significance for communitygovernance.This paper firstly discusses the development of Community NGOfrom the aspect of rising and driving force in community governance.Secondly fully examine the role Community NGO takes in thecommunity governance and defines it. On the base of all these, fromthe aspects of country institutions, social resources and developingorientation, it analyzes the grave restrain of Community NGO'sexistence and growth. Finally this paper provides several ways onhow to push forwards the development of Community Development.Specifically for the various difficult positions that Community NGOdevelopment is confronted with, this paper brings forwards that it needs to reinforce system environmental improvement, cultivate thesocial environment beneficial to community NGO development,good social atmosphere government and cooperation withgovernments , it also needs to reinforce community NGO's capacityinstructions.
