Nowadays there is a closer and closer connection between personal development, even the development of countries and the world. Meanwhile, with the fast development of the global economic, communication becomes an important way of developing. In the August of 2001, in the file of Some Suggestion on Reinforcing the Work of Undergraduate Education and Improving the Quality of Education in Universities, the Education Department posed that education for undergraduates should create conditions to use English and other foreign languages on the education of major and public classes for meeting the challenges brought by globalization of economic and the technique revolution. The file definitely stipulates that the universities should carry out the file of educating various majors with the bilingual teaching way actively. This research is based on the situation, using the action strategy of planning-practicing-further plan-further practicing and the orientation of practical problems to have a research on the 2004 year football students of the physical education major in RE department of Northwest Normal University in the research way of action research with interview, participating, observation, questionnaire, research diary writing and the way of material objects collecting. And the bilingual teaching was carried out in the classes for them. The experiences and ways of success and failure of using bilingual teaching are summarized, and the Countermeasures for the problems appeared during the process of bilingual teaching are put forward.This research proves:1. Universities are the places where football is popular and played widely, and it is also the place with high level of education, so it is the need of social development and the certain trend that way of bilingual teaching is used in the teaching of football class for P.E majors in universities. And it also accords with the document of Education Department.2. It is not only meaningful but also certainly will to use the way of bilingual teaching, which also requires more on our way of teaching, aim of teaching and opinion of teaching.3. P.E majors are weak at English, and English learning is often ignored, so it is a subject being put in front of us to improve their English level and cultivate their interest on English learning.4. According to the file, Chinese-English bilingual teaching in football class for the majors of physical education will offer more chances for students to touch English, and improve learners' English based on the quality of football teaching.5. These students will be the transmitters of sports knowledge, especially football knowledge, so this would be very meaningful to transferring bilingual teaching and the changing the situation that the sports majors have a relative low English level.6. Using Chinese-English bilingual teaching in football class for sports majors in universities should be based on the teaching principles and rules. Its purpose is to make students obtain knowledge, while the bilingual teaching only enriches the teaching process and it's also a method of learning RE knowledge. In the way it can help to make students have interests on English learning.7. Our education department and universities should pay more attention to the using of bilingual teaching not only in football class for sports majors but also in other subjects. Do more on assessment, supervision, and investment in order to make it really function.
