Census registry system is one of the most effective social managerial systems in China, as well as one of the basic systems to maintain the stable social order. It plays a decisive role in the social management. Many of the counties in the world are using this system for the population management. This managerial system is to prove citizens'identification and establish their civil rights and behavioral competence through the identification registration. Meanwhile, it provides the basic data and information for governmental plans of national economy and social development, as well as the reasonable labor deployment. As for the public security departments, census registry management is foundation and focal point of the security system, which plays an important role in maintaining public security and fighting crime.The Institutions of Higher Learning census registry management is the fundamental work of Institutions of Higher Learning security system. According to the census division by police, the Institutions of Higher Learning students are neither temporary outcomers nor floating population. The Institutions of Higher Learning student population is one part of the institutional population, which is closely related to the goals of talents development, normally with the assistant managing of Institutions of Higher Learning. Besides, since the Institutions of Higher Learning population has a close link with the enrolling, educational administration, political education and assignment of graduates, it has its own management requires and characteristics, and forms its own specific management mode. In the recent years, with the verification and complication of talent demands, Institutions of Higher Learning take further steps of reformation in instruction model, enrolling measure, education system and employment management. The current census registry system gradually cannot meet the social and Institutions of Higher Learning development demands, so the exploration of the further reformation of census registry system is imperatively required.
