The Obstruction Of Census Register System In The Realization Of Education Equity And Reflections On Its Tactical Improvement

Census register system, refers to a set of political, economical and lawful system concerning census register system or its management, as well as the identify of individual,the enforcement of the allocation of resources and fortune. In China, the restrict binary urban and rural division census register system is due to the planned economy. Over the past 50 years, the binary census register system has formed and completed. With the development of the economy, so many additional social functions have been attached to it, the outmoded census register system is regarded as the greatest obstacles to the urbanization and modernization. Nowadays, more and more people have immigrated from one place to another, but the outmoded census register system played a negative role in it, the children of those who are immigrating are not entitled to enjoy the education equity as the local students. The right of immigration is a part of human rights. It is a basic human right in a country under the rule of law, as well as a significant democratic right a constitutional government in modern times. A citizen should pay nothing for their immigrations, especially the right to enjoy the education equity. In fact, it has become the chief manifestation of the education inequity in china. Hence ,we argue that, at first ,we start to define the development of the census register system, pointing out that immigration should be protected by constitution; then ,we begin to analyze the trammels and the obstruction that the present census register system has, analyzing its reasons; then, to illustrate the approaches to the education equity accomplishment, to draw on the experience of some advanced practice; at last, I want to propose some improvement in the census register system, hoping that the education equity can come true among the whole people.
