The goal of foreign language teaching is to cultivate learner's communicative competence. Hymes coined this term of communicative competence in order to contrast a communicative view of language and Chomsky's theory of linguistic competence. In his view, a person who has come to possess communicative competence acquires both knowledge and ability to use language with respect to grammatical accuracy, feasibility, appropriateness and actual operation.Therefore, the goal of the language teaching in vocational schools is to cultivate the students'communicative competence based on the course criterions of vocational schools and the requirements from the employment markets. Meanwhile the vocational school students always have great trouble learning English, which can be seen from this paper. So we apply stratification of teaching to the actual language teaching practice according to the constructive theory which claims that"pay attention to the original knowledgeable structure of the students and provide the specific situations for the individual student so as to let them approach their'the proximal development zone'by the process of assimilation and accommodation instead of putting the same criterion on all the students". After the stratification of teaching was brought into the classroom and the school, it really helped a lot to improve the communicative learning atmosphere, making the students really"use"English when they graduate from the school.
